Em um esforço para evitar um ataque terrorista em Washington D.C., um esquadrão de elite de SEALs da Marinha liderado pelo tenente Jake Harris e uma analista júnior da CIA Zoe Anderson deve resgatar um prisioneiro de uma prisão em uma ilha secreta da CIA. As tensões aumentam quando o vice-gerente do local, Jack Yorke, se recusa a libertar o suspeito terrorista com base apenas nas informações de Anderson, mas quando a base é atacada por ondas de insurgentes, eles devem se unir para completar a missão.
