Em uma biblioteca pública de Cincinnati, em Ohio, muitos dos clientes são moradores de rua e pessoas com problemas mentais. Quando o inverno severo começa a causar mortes por hipotermia nas ruas, os funcionários da biblioteca decidem transformá-la em um abrigo de emergência. O que eles não esperavam é que esse pequeno ato de desobediência fosse atrair tanta atenção da polícia, se transformando em uma grande batalha.
